Step by step
Apply online first
Fill in the driver license application at AZMVDNow.gov before your visit; it also tells you which documents to bring. (Arizona Driver License Manual, p. 16)
Get an adult's signature (under 18)
A parent, guardian or other listed adult signs the application in front of an MVD agent or a notary. (Arizona Driver License Manual, p. 13–14)
Prove your identity and Social Security number
Bring the identification MVD asks for and proof of a valid Social Security number. (Arizona Driver License Manual, p. 11–12)
Pass the written test
You must pass MVD's written test before a permit is issued. MVD's website has practice material. (Arizona Driver License Manual, p. 12–13)
Practice with a supervisor
Drive only with a licensed driver aged 21 or older in the seat beside you, for at least 6 months before a graduated license. (Arizona Driver License Manual, p. 12–13)

Rules while you have a Arizona instruction permit
- Your supervisor sits beside you and holds a Class A, B, C or D license. (Arizona Driver License Manual, p. 12)

- Don't hold or support a phone while driving. (Arizona Driver License Manual, p. 24)

What comes next
From 16, after 6 months on the permit and driver education or certified practice, you can get a graduated license (Class G). For its first 6 months: no driving from midnight to 5 a.m. and at most one passenger under 18, with some exceptions. (Arizona Driver License Manual, p. 12–13)
