The basics, in plain English, from the Arizona Driver License Manual.
You can get a graduated instruction permit at 15 years and 6 months after passing the written test. It's valid for 12 months. (Arizona Driver License Manual, p. 12–13)
With a permit, the person in the seat next to you must be at least 21 and hold a Class A, B, C or D license. (Arizona Driver License Manual, p. 12)
Under 18, hold your permit at least 6 months and finish approved driver education, or have a parent certify 30 hours of practice, 10 of them at night. (Arizona Driver License Manual, p. 13)
A new graduated driver can't drive from midnight to 5 a.m. or carry more than one passenger under 18, apart from listed exceptions such as siblings. (Arizona Driver License Manual, p. 12)
Arizona doesn't allow holding or supporting a phone while driving. Hands-free and voice-to-text use is allowed. (Arizona Driver License Manual, p. 24)
Under 21, any trace of alcohol or impairing drugs can cost you your license, and the manual warns of a two-year suspension. (Arizona Driver License Manual, p. 60)
At least 15 years and 6 months for a graduated (or motorcycle) permit. An operator permit, for drivers 18 and older, needs you to be 18. (Arizona Driver License Manual, p. 12)
A driver aged 21 or older with a Class A, B, C or D license, sitting in the seat beside you. (Arizona Driver License Manual, p. 12)
Be 16 to 17, hold an Arizona permit for at least 6 months, and either finish MVD-approved driver education or have a parent certify 30 hours of supervised practice, including 10 at night. (Arizona Driver License Manual, p. 12–13)
At least 3 feet. Don't honk as you pass, because the noise can startle the rider. (Arizona Driver License Manual, p. 50)
