Step by step
Take the TLSAE course
First-time drivers complete the Traffic Law and Substance Abuse Education course. Passing driver education at a certified school counts instead. (Official Florida Driver License Handbook, p. 8)
Get your documents ready
Bring original or certified documents, not copies:
- Primary identification (for example a certified U.S. birth certificate or U.S. passport)
- Proof of your Social Security number
- Two documents showing your Florida home address
- Under 18: a parent or guardian to sign your application, in front of the agent or a notary
(Official Florida Driver License Handbook, p. 5, 8)
Pass the vision and knowledge exams
The Class E knowledge exam has 50 multiple-choice questions on traffic laws, safe driving and traffic controls. You can take it at a driver license service center, through a driver education program, or with an approved third-party provider; under 18 you can take it online. (Official Florida Driver License Handbook, p. 8, 19–20)
Start practicing
With your learner's license you can begin driving with a licensed adult (see the rules below). (Official Florida Driver License Handbook, p. 25)
Fees and the full list of accepted documents change from time to time, so check them on the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) website before you go.
Rules while you have a learner's license
What comes next
From age 16, after 12 months with the learner's license (or turning 18), with no moving-violation convictions and 50 hours of practice (10 at night) certified by a parent or an adult 21 or older, you can take the driving skills test. (Official Florida Driver License Handbook, p. 8)
This guide is a free learning aid based on the Official Florida Driver License Handbook (rev. 08/2023), not official advice. Rules, documents and fees can change: always confirm with the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) before you go. Page numbers are the ones printed on the handbook pages; tap one to open the official PDF at that page. A PDF viewer counts the cover too, so its page numbers run 8 higher.
