Step by step
Start driver education
Finish the classroom part of an approved driver education course first. Anyone under 25 needs driver education to get a Texas license. (Texas Driver Handbook, p. 1, 7)
Get your documents ready
Bring these to the driver license office:
- Identification documents and proof of your home address
- Your Social Security number (checked electronically)
- Proof of U.S. citizenship or lawful presence
- Under 18: a Verification of Enrollment and Attendance (VOE) form signed by your school
- Under 18: a parent or guardian to sign your application

Apply in person
Apply at a driver license office. The fee is paid before any exam, and your photo is taken. (Texas Driver Handbook, p. 6–7)
Pass the vision and knowledge exams
You need 70% on the knowledge exam. Some driver education courses include it, so you may not take it at the office. A learner license needs no driving exam. (Texas Driver Handbook, p. 1, 7–8)
Practice with a licensed driver
With your learner license you can start practicing, with a qualified driver beside you (see the rules below). (Texas Driver Handbook, p. 1)
Fees and the full list of accepted documents change from time to time, so check them on the Texas Department of Public Safety, Driver License Division website before you go.
Rules while you have a learner license
- A licensed driver aged 21 or older, with at least a year of driving, sits in the seat next to you, awake and able to watch your driving. (Texas Driver Handbook, p. 1)
- Under 18: no phone while driving, not even hands-free, except in an emergency. (Texas Driver Handbook, p. 3)
- The learner license ends on your 18th birthday. (Texas Driver Handbook, p. 1)
If you don't pass
Your application stays open for 90 days. After 90 days, or after three failed exams, you start a new application and pay again. (Texas Driver Handbook, p. 7)
What comes next
After at least six months with a learner license, from age 16, you can get a provisional license. Before the driving exam you take the Impact Texas Drivers course. (Texas Driver Handbook, p. 2–3, 7)
