Step by step
Gather your documents
Bring original or certified documents for each of these:
- Proof of identity and lawful presence, such as a certified birth certificate or a U.S. passport
- Proof of your full Social Security number
- Two documents showing your Utah address, dated within 90 days
(Utah Driver Handbook, p. 13–15)
Apply online and book an appointment
Fill out the online application at dld.utah.gov and schedule a learner permit appointment; people with appointments are served before walk-ins. (Utah Driver Handbook, p. 7, 12–13)
Pass the eye test and the written knowledge test
At your appointment you take an eye test and the closed-book 50-question written knowledge test, and a parent or legal guardian signs for financial responsibility if you are under 18. Pass the test and you get the permit the same day. (Utah Driver License Division: Learner Permit)
Fees and the full list of accepted documents change from time to time, so check them on the Utah Department of Public Safety, Driver License Division website before you go.
Rules while you have a learner permit
- Keep the permit with you whenever you drive. (Utah Driver Handbook, p. 7)
- Under 18, ride with a licensed supervisor in the seat next to you: a parent, stepparent, foster parent or guardian, an approved instructor, or a responsible adult aged 21 or over. (Utah Driver Handbook, p. 6–7)
- Log 40 hours of driving with a parent or legal guardian, 10 of them after sunset. (Utah Driver Handbook, p. 6)
- Under 18, use a handheld phone only for a medical emergency, to report a hazard or a crime, or to reach a parent or guardian. (Utah Driver Handbook, p. 59)
If you don't pass
If you fail, book a written retest appointment; one fee covers three tries within 12 months, and you may test twice in one day when the office can fit you in. (Utah Driver Handbook, p. 23)
What comes next
After driver education, the permit holding period, the online Traffic Safety and Trends Exam (100% needed) and the driving skills test, you can get a provisional Class D license from 16; it is provisional until 21. (Utah Driver Handbook, p. 7, 10, 23)
This guide is a free learning aid based on the Utah Driver Handbook (2026-2027), not official advice. Rules, documents and fees can change: always confirm with the Utah Department of Public Safety, Driver License Division before you go. Page numbers are the ones printed on the handbook pages; tap one to open the official PDF at that page. A PDF viewer counts the cover too, so its page numbers run 10 higher.
