Step by step

  1. Start driver education (under 18)

Finish the 30 classroom hours (or the first 15 of a concurrent course) and sign up for behind-the-wheel lessons. Your school gives you a Blue or Pink certificate of enrollment. (Minnesota Driver's Manual, p. 4, 13)

  2. Gather your documents

    Bring originals, not photocopies:

    • Proof of your full name and date of birth (or a current Minnesota license, ID or permit)
    • Proof of any legal name change
    • Your Social Security number, if you have one
    • A certified English translation of any document not in English

    (Minnesota Driver's Manual, p. 7–9)

  3. Book and pass the written test

Make an appointment at a DVS exam station and score at least 80 percent. Under 18, bring your driver education certificate. (Minnesota Driver's Manual, p. 10)

  4. Apply with a parent's approval

Pass the vision screening, complete the application and pay the permit fee. Under 18, a parent, guardian, foster parent or transitional living program director signs. (Minnesota Driver's Manual, p. 13)

Fees and the full list of accepted documents change from time to time, so check them on the Minnesota Department of Public Safety, Driver and Vehicle Services (DVS) website before you go.

Rules while you have a instruction permit

  • Carry the permit whenever you drive, with a licensed supervising driver in the front passenger seat (21 or older if you are under 18). (Minnesota Driver's Manual, p. 13)
  • Everyone in the car wears a seat belt or a child restraint. (Minnesota Driver's Manual, p. 13)
  • Under 18, no cell phone at all while driving, even hands-free, except a 911 call in an emergency. (Minnesota Driver's Manual, p. 13, 79)
  • The permit is good for two years of practice driving. (Minnesota Driver's Manual, p. 13)

If you don't pass

You may take only one written test a day. After two failed tries in a row, each further written test costs a fee. (Minnesota Driver's Manual, p. 10)

What comes next

At 16, after six months on the permit with a clean record and the logged hours, pass the road test for a provisional license. It limits night driving and teen passengers for the first year. (Minnesota Driver's Manual, p. 14–15)

This guide is a free learning aid based on the Minnesota Driver's Manual (June 2026), not official advice. Rules, documents and fees can change: always confirm with the Minnesota Department of Public Safety, Driver and Vehicle Services (DVS) before you go.
