Step by step
Gather your documents
Bring originals or certified copies (no photocopies or faxes) proving who you are, where you live in Nebraska and your Social Security number.
- One proof of U.S. citizenship or lawful status with your name, date of birth and identity
- Two documents from different sources showing your Nebraska address (no P.O. Box)
- Your Social Security number, or a valid I-94 / I-94A if you are exempt
(Nebraska Driver's Manual, p. 8–10)
Apply around your 15th birthday
You may apply up to 60 days before you turn 15, but the permit is issued only on or after your birthday. (Nebraska Driver's Manual, p. 3)
Pass the vision and written tests
Driver licensing staff check your eyesight and give the written test on this manual. If you need glasses to pass, you must wear them every time you drive. (Nebraska Driver's Manual, p. 4, 11)
Take your Issuance Certificate to be paid
Within 90 days, bring the certificate to your county treasurer (or the state office in Douglas, Lancaster or Sarpy County) and pay the fee; the DMV lists it. The permanent permit arrives by mail in about 20 days. (Nebraska Driver's Manual, p. 12)
Fees and the full list of accepted documents change from time to time, so check them on the Nebraska Department of Motor Vehicles website before you go.
Rules while you have a Learner's Permit
- Drive only with a licensed driver aged 21 or older sitting in the seat beside you. (Nebraska Driver's Manual, p. 4)
- Don't use a phone or any interactive wireless device while the car is moving. (Nebraska Driver's Manual, p. 1)
- Everyone in the car, you included, must wear a seat belt. (Nebraska Driver's Manual, p. 1)
- No alcohol at all: Nebraska's zero tolerance law covers drivers under 21. (Nebraska Driver's Manual, p. 1)
- Breaking the permit's terms can cost you every permit until you turn 16. (Nebraska Driver's Manual, p. 18)
If you don't pass
A failed test can't be retaken the same day. After three failed drive tests in a row, you need a DMV-approved driver training course or 90 days on a Learner's Permit before trying again. (Nebraska Driver's Manual, p. 6, 12)
What comes next
At 16, after six months on a permit with fewer than three points, plus a driver safety course or 50 logged hours, you can get the POP. At 17, after 12 months on the POP without three or more points, the full Class O license follows. (Nebraska Driver's Manual, p. 4–5)
