The basics, in plain English, from the Hawaii Driver's Manual.
You can get an instruction permit at 15 and a half after passing a vision screening and a rules-of-the-road knowledge test. Under 18, a parent or legal guardian must give written consent unless you are married or emancipated. (Hawaii Driver's Manual, p. 13)
The written test has 30 multiple-choice questions on the Hawaii Driver's Manual. Seven or more wrong answers is a fail, and you wait seven days to try again. (County of Maui: Class 3 Instructional Permit)
Each county runs its own driver licensing offices, but the written test covers the statewide driver's manual everywhere. Only offices, fees and appointments differ by county. (County of Kauai: Instructional Permits)
Teens hold the permit for 180 days, finish a state-certified driver's education course (classroom and behind the wheel) and pass a road test before a provisional license at 16. (Hawaii Driver's Manual, p. 13)
On a provisional license, drive between 11 p.m. and 5 a.m. only with a licensed parent or guardian (trips to or from work or a school activity excepted), and carry at most one passenger under 18 from outside your household. (Hawaii Driver's Manual, p. 13–14)
Drivers under 21 may not drive with a blood alcohol content of .02 or more. For everyone, .08 or more, or refusing the test, means losing your license with a 30-day temporary permit. (Hawaii Driver's Manual, p. 55–56)
No. Driver licensing is run by the four counties (the City and County of Honolulu, and Hawaii, Maui and Kauai counties), but every county gives the same 30-question multiple-choice test on the statewide Hawaii Driver's Manual. What differs is local: office locations, appointment systems and fees. If you take the test online, choose the county where you will apply for your permit, because the certificate of completion is tied to that county. (County of Maui: Division of Motor Vehicles & Licensing)
Yes, for the Class 3 (car) permit only, not motorcycles. You need a desktop or laptop computer with a mouse, keyboard and working webcam; phones, tablets and touch screens aren't allowed. The 30 questions come in English or Spanish, can be read aloud, and you have one hour. Under 18, an adult over 21 joins the registration and stays out of the camera's view. Looking away from the screen three times ends the attempt. After passing, book a driver licensing center visit within 60 days to finish the permit. (City and County of Honolulu: Online Learner's Permit Test)
15 and a half. You pass a vision screening and a rules-of-the-road knowledge test, and drivers under 18 need written consent from a parent or legal guardian unless they are married or emancipated. (Hawaii Driver's Manual, p. 13)
You may carry only one person under 18 who isn't a member of your household. From 11 p.m. to 5 a.m. you may drive only with a licensed parent or guardian, unless you're going to or from work or a school-authorized activity, and even then you carry no more than one person under 18 without your parent or guardian. Everyone buckles up. After six months on the provisional license you may apply for a full license at 17. (Hawaii Driver's Manual, p. 13–14)
Our questions are written from the guide (hPC 10/18). Always study the official handbook from the state. Page numbers are the ones printed on the handbook pages; tap one to open the official PDF at that page.
