The basics, in plain English, from the Arkansas Driver License Study Guide.
Arkansas teens can get an instruction permit at 14 by passing the knowledge and vision tests. It is good for two years and lets you practice with a licensed driver of 21 or older beside you. (Arkansas Driver License Study Guide, p. 3)
After the skills test, 14- and 15-year-olds get a learner's license and drive only with a licensed adult of 21 or older; at 16 and 17 it is an intermediate license with its own limits. (Arkansas Driver License Study Guide, p. 3–4)
An intermediate license holder may carry only one unrelated minor passenger without a licensed adult of 21 or older up front, and has an 11 p.m. to 4 a.m. driving limit with a few exceptions. (Arkansas Driver License Study Guide, p. 4)
Under 18, no phone use at all while driving, even hands-free. From 18 to 20, hands-free only. Texting while driving is banned at every age. (Arkansas Driver License Study Guide, p. 46)
Traffic in every lane stops for a school bus with flashing red lights, unless the bus is on the other side of a median at least 20 feet wide. (Arkansas Driver License Study Guide, p. 12–13)
On a multilane highway, Arkansas law keeps you out of the left lane except to pass, to exit on the left, or when the other lanes are closed or unsafe. (Arkansas Driver License Study Guide, p. 63)
An original or certified U.S. birth certificate (no hospital copies, photocopies or laminated papers), a parent or legal guardian to sign or the ASP-33 form, and a secondary ID, which can be the ASP-33 affidavit signed at the office or notarized. (Arkansas Driver License Study Guide, p. 7)
14. You pass the knowledge exam and the vision test, and a parent or legal guardian consents if you are under 18. (Arkansas Driver License Study Guide, p. 2–3)
No more than one unrelated minor passenger unless a licensed driver of 21 or older rides in the front seat, no driving from 11 p.m. to 4 a.m. (the guide lists exceptions for a licensed adult of 21 or older and for school, church, work or emergency trips), seat belts for everyone and no phone use except emergencies. (Arkansas Driver License Study Guide, p. 3–4)
Under 18, not at all except in an emergency, even hands-free. Drivers from 18 to 20 may talk hands-free only. Texting is illegal for every driver, and in a work zone holding a phone counts as a moving violation. (Arkansas Driver License Study Guide, p. 46)
Our questions are written from the guide (volume 1, Edition 10 (October 2026)). Always study the official handbook from the state. Page numbers are the ones printed on the handbook pages; tap one to open the official PDF at that page. A PDF viewer counts the cover too, so its page numbers run 12 higher.
