About the West Virginia permit test

The basics, in plain English, from the West Virginia Driver's Licensing Handbook.

  1. A learner's permit at 15

The Level 1 GDL instruction permit is open from age 15, after a vision screening and the knowledge test, with a parent or legal guardian's written consent. (West Virginia Driver's Licensing Handbook, p. 9)

  2. 25 questions, 19 to pass

The knowledge test has at least 25 questions on traffic rules, signs and markings from the handbook. Get 19 of 25 right before the timer runs out. (West Virginia Driver's Licensing Handbook, p. 24)

  3. Six clean months and 50 hours

To move up to a Level 2 intermediate license at 16 you need 180 days on the permit without a conviction and 50 logged hours (10 after dark), or an approved driver's education course. (West Virginia Driver's Licensing Handbook, p. 10)

  4. Night and passenger limits

Level 2 drivers need a licensed adult 21 or older with them from 10 p.m. to 5 a.m. (work, school, religious and emergency trips excepted) and carry no unrelated passengers under 20 for six months, then one. (West Virginia Driver's Licensing Handbook, p. 10–11)

  5. No phone at all under 18

Drivers under 18 may not use a phone or other wireless device while driving except to call 9-1-1. Everyone else may use one only hands-free. (West Virginia Driver's Licensing Handbook, p. 11)

  6. Zero tolerance under 21

Under 21, any measurable alcohol costs you your license. Drivers 21 and older are presumed under the influence at 0.08 percent, and refusing the breath test means losing your license for at least a year. (West Virginia Driver's Licensing Handbook, p. 21–22)

West Virginia permit test FAQ

How many questions are on the West Virginia permit test?

At least 25 questions on basic knowledge, traffic rules, regulations, signs and markings from the Driver's Licensing Handbook. You need 19 of 25 correct, and the test is timed: any question left unanswered when time runs out counts as wrong. An audio version with headphones is available for applicants who have trouble reading. (West Virginia Driver's Licensing Handbook, p. 24)

Can I take the West Virginia knowledge test online?

Yes, through Know to Drive online testing. You need a computer with a mouse or touchpad (phones and touch screens aren't allowed) and a webcam. Applicants under 18 register with an adult over 18, who must stay out of the camera's view during the test. Leaving the test screen gets two warnings, then a fail. The completion certificate isn't permission to drive: bring it with your documents to a DMV office within six months. (West Virginia DMV: What You Should Know (online knowledge test))

How old do I have to be for a West Virginia learner's permit?

Fifteen. You pass a vision screening and the knowledge test and bring a parent or legal guardian's consent on form DMV-DS-23P (married applicants under 18 bring a certified marriage certificate instead). The Level 1 permit can't be renewed and expires on your 18th birthday, with a 30-day grace period for the road test. (West Virginia Driver's Licensing Handbook, p. 9–10)

When can I get a West Virginia intermediate (Level 2) license?

At 16 or older, after at least 180 days in a row on the Level 1 permit with no convictions, a passed road skills test, and either a parent's log of 50 hours behind the wheel (10 at night) or an approved driver's education course. (West Virginia Driver's Licensing Handbook, p. 10)

Our questions are written from the guide (revised 07/2026). Always study the official handbook from the state. Page numbers are the ones printed on the handbook pages; tap one to open the official PDF at that page. A PDF viewer counts the cover too, so its page numbers run 10 higher.
