The basics, in plain English, from the Delaware Driver Manual.
Teens apply for the Level One Learner's Permit from age 16 (up to 22 for students on an IEP) after passing a Delaware-approved driver education course, with a parent or other sponsor signing. (Delaware Driver Manual, p. 28)
For the first six months every drive is supervised, and the sponsor certifies 50 hours of practice, 10 of them after dark. The supervisor must be at least 25 and licensed for 5 years. (Delaware Driver Manual, p. 29)
After six months the permit holder may drive alone from 6 a.m. to 10 p.m. The permit turns into a full Class D license once 12 months of valid driving authority are complete. (Delaware Driver Manual, p. 30)
Delaware bans hand-held phones and texting for every driver, and drivers on the graduated license may not use a phone even hands-free. (Delaware Driver Manual, p. 81)
The knowledge exam covers highway signs, signals and pavement markings (shapes, colors and symbols) plus Delaware's rules of the road, laws and safe driving practices. (Delaware Driver Manual, p. 41)
Delaware counts calculated points over two years: 8 brings an advisory letter, 12 a required driving course, and 14 or more a suspension of 4 months or longer. (Delaware Driver Manual, p. 47)
16. The Level One Learner's Permit is for teens from 16 up to 18 (or up to 22 for students with an active IEP), and you first need a Delaware Driver Education Certificate from an approved course. (Delaware Driver Manual, p. 28)
A properly licensed parent or guardian, or a licensed driver your sponsor approves, who is 25 or older and has held a Class D license for at least five years. They sit next to you in the front, and nobody else rides up front. (Delaware Driver Manual, p. 29)
After the first six months of the permit, between 6 a.m. and 10 p.m. Driving from 10 p.m. to 6 a.m. still needs a supervisor, unless you are going straight to or from work, church activities or your school's activities on school grounds. (Delaware Driver Manual, p. 30)
Two parts: a highway sign and signal test (naming signs by shape, color or symbol and explaining signs, signals and pavement markings) and a rules of the road test on Delaware laws and safe driving, such as speed limits and how far to park from a hydrant. (Delaware Driver Manual, p. 41)
Our questions are written from the guide (july 2026). Always study the official handbook from the state. Page numbers are the ones printed on the handbook pages; tap one to open the official PDF at that page.
